Food Truck Friday Night

It’s Food Truck Friday night, so head to the Saddle Ridge Community Center at 300 Saddle Ridge Circle from 5::00 p.m. to 7:30 p.m. We are welcoming a new truck to our line up, Corned Beef King is bringing their food truck full of deli sandwiches, corned beef, pastrami and brisket. The truck will be parked around the Circle ready to sell and serve to you. See the list below for the upcoming schedule of when your favorite food trucks will be rolling into King Farm the rest of this month:

Annual Meeting and Election Coming Soon!

The 2021 King Farm Annual Meeting & Election will take place at 7:00 PM on Wednesday, April 28th, 2021 via Zoom meeting. Residents will receive a mailing in the coming week with more information. There are three (3) open seats for the Board of Trustees (BOT). For those interested in running in the 2021 Election, please visit the King Farm website https://kingfarm.org/2021-annual-election/ for requirements and refer to the Candidate Considerations document.

Registering to Vote:

As a reminder, all King Farm Titleholders and Citizens who are 18 years or older, have no financial delinquencies over 30 days, and are registered with the Assembly are qualified voters and may vote. All titleholders of single-family homes, townhomes, and condominium units, as shown on the Assembly’s records, are automatically registered to vote.

Non-titleholders must register ANNUALLY! All other persons who wish to vote, including tenants and other occupants of a King Farm residence who are not the record owners of the residence, are required to complete a **Citizen Registration Form in order to register as Citizens with the Assembly and to vote in Assembly elections. The King Farm Voter Registration form can be found on the website as well.

Non-registered King Farm residents who would like to vote in the election must complete and return the Citizen Registration Form to the Management Office via email at [email protected] or by placing it in the drop box to the right of the front office door (300 Saddle Ridge Circle) by 12:00 pm, Friday, April 2, 2021. All forms will be verified (signed lease, state issued driver’s license, and/or owner verification).

Please note: If you are NOT a Titleholder and have not registered by the deadline you are not permitted to vote in the election. 

Voting Information:

Electronic voting in the KFCA Election is recommended and preferred. Electronic voting opens at 9:00 PM on Wednesday, April 7th and closes at 11:59 PM on Tuesday, April 27th. Assistance to cast votes electronically will be available. For more information, contact [email protected].

Due to COVID-19 and USPS mail delays, paper ballots will available upon request only. If requested, paper ballots can be picked up from the Management Office or hand-delivered (when possible). Paper ballots must be received by mail or hand-delivered to the Assembly office no later than 5:00 PM on Tuesday, April 27th.

Please note: The Assembly is utilizing electronic voting through a 3rd party vendor: VoteHOANow. Titleholders with their names listed in the Assembly records will automatically receive a unique registration code via email and/or on a postcard via USPS mail to vote electronically. Registration codes will be generated for Citizens who register by Friday, April 2, 2021. VoteHOANow recommends that you add the domain votehoanow.com as an approved domain so emails are not sent to the spam folder. It will be up to the Titleholders and the registered Citizens to ensure that the Assembly has your correct email address.


Amendment to Administrative Resolution #3

Administrative Resolution #3 (Vehicle Policies and Towing Procedures): The Board is considering amending AR #3 regarding towing enforcements. If you have any comments or questions, feel free to send those to Management via email [email protected] or call (301) 987-0122. Proposed amendments to AR #3 will be discussed and voted on during the February 17th, 2021 BOT meeting.

You can view a copy of the proposed amendments under review on the King Farm website (https://kingfarm.org/draft-resolutions/) or download the file from the Internal Documents in the FrontSteps resident portal under the folder(s) 2. Governing Documents / 1 – Draft Resolutions.  If you do not have access to the resident portal, please contact Management for assistance or to obtain copies of these documents.


City of Rockville Continues to Collect Christmas Trees

Rockville is collecting Christmas trees as part of its regular recycling collection throughout the month of January. The trees will be taken to the Montgomery County Recycling Center, where they will become mulch. The mulch at the recycling center is available year-round and can be picked up, for free, at 16105 Frederick Rd.

Residents should place cut trees at the curb for pick-up on regular recycling days after removing all ornaments and metals, lighting wires, stands, and decorations, including tinsel.

– Trees should not be bagged.

– Unwanted artificial trees should be dismantled and placed in the gray refuse cart for regular weekly collection.

– Artificial trees that are too large to fit in the cart can be collected by appointment as one of six bulk collections allowed per year, OR taken to the Montgomery County transfer station.

To protect the health and safety of the office staff and residents, The Management Office (Saddle Ridge Community Center) remains closed for walk-ins and unscheduled visits. City of Rockville Planning Commission to Hold Public Hearing on Annexation

A Message From The City:

Dear Rockville Community,

I hope you are doing well. I would like to invite you to a very important meeting. Rockville’s Planning Commission is scheduled to hold a virtual public hearing, Wednesday, Feb. 10, on a proposal to annex almost 10.3 acres of land at 16200 Frederick Road. The Mayor and Council initiated annexation proceedings at their meeting in November.

The annexation was initiated through a petition to the city by Victor, Inc., the property’s owner, with a request to zone the area as mixed-use corridor district.

Annexation is the formal process of incorporating an area outside of the city’s jurisdiction into its municipal boundaries. To be eligible, the property must be within the city’s maximum expansion limits, as identified in the adopted Municipal Growth Element of the Comprehensive Plan, and adjacent to city limits. The proposal must go through several steps before approval.

The public hearing will begin at 7 pm. The Mayor and Council will hold a public hearing before making a final decision.

King Farm Neighbors Village News

King Farm Neighbors Village (KFNV) has two upcoming virtual events to end a very busy January 2021.  These events are:

  • The KFNV Coffee and Conversation on January 27, 2021, at 10:00 am where the topic will be what you want to accomplish in 2021, especially what dreams you have post-pandemic. (Note: This is a change in date from the third Wednesday of the month that Coffee and Conversation is usually held.); and
  • The KFNV January Highlight Event on Thursday, January 28, 2021, from 3 pm to 5 pm. At this first highlight event of the year, the KFNV will facilitate a pictorial presentation on the evolving history of the city of Rockville.   Specifically, Ralph Buglass [pronounced: BU – glis] will narrate a virtual Zoom presentation entitled, Rockville: A Pictorial History.  Mr. Buglass is a speaker for Montgomery History, the county’s historical society, as well as a volunteer researcher for Peerless Rockville, the city’s historic preservation organization. With Peerless Rockville, Mr. Buglass recently published a pictorial history of Rockville as part of the nationwide “Images of America” series. Mr. Buglass’ presentation on January 28th will include many photos from this book. Mr. Buglass has spoken and taught on a variety of local history topics at various lifelong learning programs around the area. He is a Montgomery County native, graduate of Winston Churchill High School, has a BA in American history from Cornell, and a Master’s Degree in journalism from American University. The KFNV cordially invites all members of the King Farm community to this event, as KFNV membership is not required for virtual attendance to this presentation.

King Farm Neighbors Village Board of Director News:

The KFNV is now soliciting individuals to serve as members of the Board of Directors.  The Board is a volunteer managing entity for the KFNV and works to develop, implement and sustain activities that support the KFNV mission to help King Farm residents who would like to remain in their homes throughout their lives and age in place.  The KFNV coordinates services such as friendly visits, check-in phone calls, social events, health and safety events, and transportation.

Board members must be residents of King Farm and members of the KFNV. We are seeking individuals who are interested in the KFNV and its mission, who have experience germane to serving on the KFNV Board, and who are willing to commit a level of effort necessary to complete the duties of a KFNV Board member.  Term of service for Board members is two years, beginning at the Annual Meeting held in April of each year.

Game Give Away:

KFNV has the non-competitive board game “Making Memories Together” for free distribution.  This game was designed for the purpose of honoring and communicating with an older family member, and it includes the exercise of surveying favorite family photos.  It is especially appropriate for those encountering the challenges of cognitive changes, and the game has earned first place in a competition focused on the use of art in health care.

For most of our monthly events, membership is required, but membership is free and as easy as filling out an on-line or mail-in form.   We do, however, accept donations that help defray the cost of services and events like the successful Bonbons and Beer virtual event that was held in December. The following restrictions are still in effect in Montgomery County: 

• Indoor gatherings can no longer exceed 10 people.

• Outdoor gatherings can no longer exceed 25 people.

• Face masks must be worn at all times when outdoors (and social distance can’t be achieved); and at all times inside public facilities.

Martin Luther King Jr. Day – Monday, January 18th, 2021

In observance of MLK Day, the Management office will be closed on Monday, January 18th. We will resume normal business hours on Tuesday, January 19th from 8:30 am – 5:00 pm.

 

Join the City of Rockville 2021 MLK Jr. Virtual Celebration:

Rockville’s 49th Annual Martin Luther King Jr. Day celebration will take place from 12:00 – 1:30 pm on Monday, January 18th.  The celebration, with a theme of “In Courageous Pursuit of Victory,” will be conducted online via Webex. Visit www.rockvillemd.gov/mlk to learn how to join live. Those unable to join can view a recording on the webpage and on the city’s YouTube channel in the days following the event.  Joyce Ladner will deliver a keynote address sharing her experiences as a civil rights activist and her pioneering study of race, gender and class. She will join a panel of educators, activists and advocates from Rockville, and members of the city’s Human Rights Commission, the event’s host. The ceremony will include the presentation of the Martin Luther King Jr. Youth Award to a student who lives in, or attends school in, Rockville and has worked to fulfill King’s dream, and the F. Michael Taff Award to an individual, organization or business that has helped to improve the lives of people with disabilities.

City of Rockville Volunteer Opportunities:

Martin Luther King Jr. Day marks the 26th anniversary of the day of service that celebrates the civil rights leader’s life and legacy. Dr. King recognized the power of service. He famously said, “Everyone can be great because everybody can serve.” Observing Martin Luther King Jr. Day through service is a way to begin each year with a commitment to making our community a better place.

This year, the city is sponsoring a week where community members will participate in directed, socially distanced, volunteer activities and simple acts of kindness in the community.

Exterior Seasonal Holiday Decorations

Exterior seasonal holiday decorations which are attractive, in good taste, and reasonable in size, number, color, and luminosity are permitted so long as such decorations are not placed upon a Lot or Living Unit 30 days prior to the holiday or remain upon a Lot or Living Unit 21 days after the holiday provided that such decorations do not conflict with any applicable design standard. (Routine change not requiring application and approval so long as the change conforms to the design standard).

Temporary Signs (King Farm Swim Team signs, contractor signs, graduation signs, political signs, and other signs approved by the Assembly) do not generally require a Design Review Application. Provided however, that King Farm Swim Team signs are allowed only during the season and no more than 30 days prior to the start of the swim season and removed immediately at the end of the swim season. Contractor signs are allowed for the duration of the work being performed or 30 days (whichever comes first). Political signs are allowed based on the applicable State of Maryland or City of Rockville requirements (as of 2020 limited to 5 square feet per sign).

 

King Farm Trash & Recycling Reminders

This is a friendly reminder that trash/recycling containers should be put out no sooner than the night before collection and put away no later than the day after collection. Items should not be placed on the street or in the alleyway unless you have a scheduled bulk pick-up. Please see below for some reminders for trash and recycling in King Farm:

Trash/recycling is picked up every THURSDAY by the City of Rockville unless the City indicates otherwise.

When should trash/recycling be placed out for pick up?

Place trash out the night prior to collection or by 6:00 AM the day of collection (Wednesday after 6:00 PM or Thursday by 6:00 AM).

When does bulk pick up occur?

The City will collect bulk pick ups tomorrow as regularly scheduled. Bulk pick ups occur every Thursday, but you need to call in advance to schedule a time for your pick up. Please call the City of Rockville at 240-314-8568 to schedule a bulk pick up (if you do not call, they will NOT pick it up).

Place your bulk items out the night prior to your scheduled collection day (after 6:00 PM) or the morning of by 6:00 AM.
Bulk Refuse Items may include: metal, household hazardous waste, electronics, furniture, debris, etc.

Tips on Waste Collection:

Place brown recycling and gray refuse carts at the curb or alleyway the night before collection, but NO later than 6:00 AM on collection day & removed within 24-hours.
Trash Containers MUST be stored in garages or inside the backyard area between collections.
Make sure your cart is not blocking mailboxes, lids are closed, and wheels are to the curb.
Do not overflow refuse carts.
Plastic bags go into the gray trash cart. Plastic bags can be recycled in nearby grocery stores.
Recycling is placed in the brown carts. Do not put recyclable materials in the refuse cart

King Farm Management Office – Temporarily Closed

To protect the health and safety of the office staff and residents, The Management Office (Saddle Ridge Community Center) remains closed to residents. We do not allow walk-ins and we are seeing residents by appointment only at this time. Please call or email to schedule an appointment and wear a mask upon arrival to your appointment.

The pool is closed for the season, but residents can still obtain a King Farm Key Fob. Please contact management to schedule an appointment to obtain key fob(s).

 

King Farm Maintenance Inspections Begins This Month 

The King Farm Board of Trustees, along with the Architectural Design Trust Committee (ADT), and Board of Code Compliance is committed to ensuring individual lots are maintained in accordance with the standards prescribed in the King Farm governing documents. Such efforts are critical to preserving the quality of the overall community appearance, as well as property values. The Board of Trustees selected HOA Inspection Services, a third party vendor, to conduct individual lot inspections throughout the community to maintain a more consistent schedule. A new inspection cycle is expected to begin this month.

Please note: Management continues to investigate complaints, as well as perform periodic maintenance inspections in addition to the annual lot inspections. A new program for periodic inspections for smaller items will also commence in January 2021. Door hangers will be left at the front doors on lots to identify items not in compliance with the governing documents.

Below is a brief overview of the King Farm inspection process:

1. 1st Inspection & Notice:
o If a notice is received, residents will be provided time to make repairs prior to re-inspection and given a reinspection date.
o Keep in mind that there is a lag time between when pictures are taken and new notices are sent.

2. 1st Reinspection:
o Re-inspections will start on/after the date provided on the notice.
o Typically takes 3 weeks for re-inspections to be performed, data review, and new notices to be printed/mailed.
o Re-inspections are performed at one time.
o Some issues may be corrected prior to reinspection, but all reinspections will take place at the same time. **There are NO individual if issues are corrected prior to reinspections.
o If the findings in the first notice are addressed, a 2nd notice will not be sent.

3. 2nd Notice:
o Any outstanding items will be noted and additional time to make repairs prior to final re-inspection.
o A date for the final re-inspection will be provided.
o Again, there is a lag time between when pictures are taken and new notices are sent.

4. 2nd Reinspection:
o Re-inspections will start on or after the date provided on the notice.
5. Final Notice/Complaint/Notice of Hearing:
o If corrections are not complete after the 2nd re-inspection, a complaint and a notice of hearing will be mailed and a hearing will be scheduled in front of the Board of Code Compliance (BOCC).
o If corrections are made prior to the hearing, the case will be dismissed.

 

King Farm Neighbors Village News

King Farm Neighbors Village (KFNV) began 2021 yesterday with a virtual meeting of its newest club, the KFNV Movie Club. A reflective discussion of the smart movie Remember with Christopher Plummer and Martin Landau launched this new Movie Club.

Other virtual events for January are:

The KFNV Book Club discussion on January 14, 2021 at 12:30 pm of Ann Patchett’s book, Dutch House;

The KFNV Coffee and Conversation on January 27, 2021 at 10:00 am where the topic will be what you want to accomplish in 2021, especially what dreams you have post-pandemic. (Note: This is a change in date from the third Wednesday of the month that Coffee and Conversation is usually held.) and finally,

The KFNV January highlight event on Thursday, January 28, 2021 from 3 pm to 5 pm. At this first highlight event of the year, the KFNV will facilitate a pictorial presentation on the evolving history of the city of Rockville. Specifically, Ralph Buglass [pronounced: BU – glis] will narrate a virtual Zoom presentation entitled, Rockville: A Pictorial History. Mr. Buglass is a speaker for Montgomery History, the county’s historical society, as well as a volunteer researcher for Peerless Rockville, the city’s historic preservation organization. With Peerless Rockville, Mr. Buglass recently published a pictorial history of Rockville as part of the nationwide “Images of America” series. Mr. Buglass’ presentation on January 28th will include many photos from this book. Mr. Buglass has spoken and taught on a variety of local history topics at various lifelong learning programs around the area. He is a Montgomery County native, graduate of Winston Churchill High School, has a BA in American history from Cornell, and a Master’s Degree in journalism from American University. The KFNV cordially invites all members of the King Farm community to this event, as KFNV membership is not required for virtual attendance to this presentation.

Game Give Away

KFNV has the noncompetitive board game “Making Memories Together” for free distribution. This game was designed for the purpose of honoring and communicating with an older family member, and it includes the exercise of surveying favorite family photos. It is especially appropriate for those encountering the challenges of cognitive changes, and the game has earned first place in a competition focused on the use of art in health care.

City, County, and State Updates:

Montgomery County COVID-19 Restrictions Continue

The following restrictions are still in effect in Montgomery County:

• Indoor gatherings can no longer exceed 10 people.

• Outdoor gatherings can no longer exceed 25 people.

• Face masks must be worn at all times when outdoors (and social distance can’t be achieved);

• and at all times inside public facilities.
