Architectural Design Review Applications (DRA):
A Design Review Application is what a resident submits to the Community Architect and the ADT for any proposed changes to the lot or home. The DRA provides the key information needed for the Community Architect and ADT to determine whether the project falls within the KFCA architectural guidelines. When submitting your application, please make sure to include all relevant documents/pictures/information which can be used to assist the architect in making a recommendation to the ADT upon review of your application. In addition, you are required to include a copy of your PLAT map with your application to show your property lines and other relevant information.

**Due to COVID-19: the neighbor notification portion of the application can be completed via email or you can put your neighbor’s name on the form after you have emailed them.
How to Submit a DRA:
1. E-Mail:
You may submit a DRA via e-mail. Please download the DRA, fill out the PDF form electronically or print and scan it, then e-mail a copy to the Management Office – [email protected]. Please click here to download the DRA. If you fill out the PDF form electronically, please be sure to include a copy of your property plat and any additional attachments with your email.
2. Hard Copy:
You may submit a DRA via hard copy. Please download the DRA, fill out the form, and mail or deliver the application to the Management Office – 300 Saddle Ridge Circle, Rockville, MD 20850. Please click here to download and print the DRA. Please be sure to include your property plat and additional information/attachments with the hard copy.
ADT Meetings and Application Process:
Any change(s) to the exterior of your property requires a completed Design Review Application submitted for review and approval by the Architectural Design Trust (ADT). If the DRA is incomplete (missing critical information, documents, pictures, etc.) it will not be reviewed by the ADT. The Community Architect may request additional information and documents before the application goes before the ADT for review.
Applications are due at least 14 days prior to the ADT meeting:
ADT meetings are held on the 2nd Wednesday of every month at 4:30 PM via Zoom (until further notice). Applications must be received at least two weeks prior to the date of the scheduled meeting. Once we receive your application, provided that it is filled out entirely, your application will be reviewed by the Community Architect. This process can take up to 10 days depending on the volume of applications. After review, the architect will make a recommendation for approval or denial and provide a memo to the ADT committee for review during their scheduled meeting. The ADT will discuss and approve/deny the application(s) during the meeting and within two business days, residents will receive an email with a letter outlining the ADT’s decision.
Residents are encouraged to attend meetings and can find out firsthand about the status of their application or request to speak during open forum so that they may ask any architectural-related questions directly to the committee. To attend an ADT meeting, please register using the corresponding zoom link provided for the meeting. The zoom registration link is posted to the ADT webpage and shared in the Management e-mail blast prior to the next meeting.

Approved Applications:
Once the ADT reviews and approves your application, you will receive an email with a letter outlining the decision and any conditions you must follow. Some projects require obtaining a permit from the City of Rockville. If you need a permit, you will need to contact the City to schedule an inspection and apply for a permit.
